Measure under arms around the fullest part of the chest. Be sure to keep tape level across back and comfortably loose.
2. WAIST
Measure around natural waist with a loose tape.
3. HIP
Place the measuring tape around the body at the fullest part of the lower hip, feet together.
4. INSEAM
Without shoes, measure on inside of the leg groin to the floor.

This dress runs a bit big on the shoulders for me. I am normally a size small. It is very feminine with the ruffles and I will have my seamstress take in the sleeves for me. Very Cute!
