Measure under arms around the fullest part of the chest. Be sure to keep tape level across back and comfortably loose.
2. WAIST
Measure around natural waist with a loose tape.
3. HIP
Place the measuring tape around the body at the fullest part of the lower hip, feet together.
4. INSEAM
Without shoes, measure on inside of the leg groin to the floor.

Sort of on the fence. Material is nice quality and like pattern. Debating if the fit works for me. Likely best paired with high waist shorts/pants. I tend to not like high waist bottoms too much.
